About us

American Councils throughout the world

American Councils is the worldwide leader in connecting people from the US, Eastern Europe and Eurasia to learning and to each other. How do we accomplish this? In many ways.

We operate study-abroad programs for students, education professionals, independent travellers and local leaders. We perform research, publish books and develop Web sites. We serve an institutional role by holding conferences, administering standardized tests, managing information centers and acting as a consultant to governments. We develop and advocate policy on language education around the world.

American Councils Ukraine

American Councils first opened its doors in Ukraine in 1992.  Since then American Councils has administered numerous programs sponsored by the US Government, developed projects in civil society building and contributed to the development of standardized testing in Ukraine.  Our staff of seasoned professionals is trained to serve the Ukrainian public in the field of educational exchanges between the US and Ukraine.

Standardized Testing

The Ukrainian Standardized External Testing Initiative launched in June 2007, was a project of the Millennium Challenge Corporation Threshold Country Program (MCC-TCP), with funding and support from the United States Agency for International Development (USAID).  In 2010 USETI became a Global Development Alliance (GDA), supported by USAID and 14 other partners.  The goal of USETI is to assist in the continued development of external standardized testing and the use of test scores in admissions to higher educational institutions in Ukraine.  American Councils, provides technical assistants to the Ukrainian Center for Educational Quality Assessment (UCEQA) and the Ministry of Education and Science of Ukraine and together with it's technical partner the American Institutes for Research (AIR), assist UCEQA in furthering its efforts to develop valid and reliable admissions tests.  Prior to the launch of USETI, in 2005 American Councils secured a grant from the Public Affairs Section of the US Embassy in Kyiv to consult the Testing Technologies Center (TTC), a project of the International Renaissance Foundation (IRF), to introduce standardized university entrance exams on a national level.

American Councils is a leader in the field of standardized testing and has been a long standing partner of ETS.  American Councils has administered the TOEFL, SAT, GRE and GMAT exams in Ukraine since 1993.

American Councils assisted in the establishment of CIPA-CAP testing for international certification of public accountants from 2001 through 2004, as a partner in the Ukraine Accounting Reform Project (UARP), funded by the US Agency for International Development (USAID).  Our staff is trained in testing security, printing, proctoring and reporting.

ECA Exchange Programs

The Bureau of Educational and Cultural Affairs (ECA) of the US Department of State funds several educational exchange programs for Ukrainian citizens.  Information about programs currently administered by American Councils can be found on our homepage (LINK).  For a list of educational exchange programs administered in Ukraine, go to the  web-site of the US Embassy in Kyiv.

Since 1994, American Councils has also administered the International Educational Advising Center (IEAC), an Education USA network center, also funded by ECA, in Kyiv, Ukraine. The IEAC holds lectures on the process of applying to US colleges and universities and also offers other services to Ukrainian citizens interested in educational opportunities in the US.  The IEAC can also assist Ukrainian educational institutions in developing partnerships with US institutions.  To find out more about the IEAC click here link to IEAC page.  The center also maintains an electronic mailing list to inform  Ukrainian institutions about educational opportunities in the US.  If you would like to be added to this list, contact the IEAC at

Other Exchange Programs

Open World Program

American Councils also administers the Open World Program for emerging leaders of Ukraine.  Open World is a program of the Open World Leadership Center, and is funded by the US Library of Congress.

Over six thousand participants of US Government sponsored programs from Ukraine have studied in the US through American Councils.  Apart from the programs listed above, in the past, American Councils also administered the Fulbright Program, the Junior Faculty Development Program, the Regional Scholars Exchange Program, The Edmund S. Muskie Graduate Fellowship Program, the FSA Undergraduate Exchange Program, The Awards for Excellence in Teaching Program, The Partners in Education Program and the Secondary School Exchange Program.

Work with participants does not end after participants complete their program in the US.  Upon completing a program in the US, participants become "alumni" of the program and   American Councils actively continues contact with them.  By organizing activities such as seminars, conferences, trainings, round-table discussions, panel discussions and supporting alumni initiatives, American Councils builds on the US experience of the alumni to support their efforts in working toward the establishment of democratic principles, civil society and a market economy in Ukraine.

Since 2002, American Councils has administered the Alumni Resource Center (ARC), supported by the Public Affairs Section of the US Embassy in Kyiv. American Councils strongly encourages alumni of all US Government sponsored programs to register with the Center in order to receive updates on scheduled events, news and other helpful information.
